A 21-year-old Dorchester man has been charged with second-degree murder after Boston Police said he deliberately struck and killed a person riding a scooter in Grove Hall last Saturday afternoon (July 25).

Jhonny Ruiz Soto was arrested later that day and also charged with leaving the scene of a crash causing personal injury or death, police said.

Officers responded shortly before 2:30 p.m. to the intersection of Blue Hill Avenue and Castlegate Road, where they found the victim lying in the roadway. The man, who has not yet been publicly identified by police, was transported to a local hospital and later died from his injuries.

Investigators determined that the driver of the suspect vehicle intentionally accelerated and struck the victim, who was operating a scooter, before fleeing outbound on Blue Hill Avenue toward Seaver Street, according to police.

The scooter was removed from the scene by an unidentified man and had not been recovered, police said.

Officers later located Ruiz Soto and the vehicle near Blue Hill Avenue and American Legion Highway and took him into custody.
