Local teen first arrested under new effort to crack down on dirt bikes, scooters

The Boston Police Department reports its first arrest under the city's new "Operation Kickstand" effort to crack down on dirt-bike and scooter drivers behaving badly.

Around 5:30 p.m., Tuesday, officers specifically on patrol for dirt-bike/scooter miscreants noticed two guys on a scooter without helmets or eye protection on Howard Avenue near Wayland Avenue. The scooter was also missing its part of its front and the ignition was exposed, as if it had been hot wired.

When the officers pulled the scooter over and asked the driver to step away from the bike, police say, they noticed he had a monitoring bracelet on. Police say the teen allegedly replied it was for his "gun case." Also, he had no license or permit and was wanted on a warrant out of Brookline, for a variety of charges, including receiving stolen property.

Also, once he was cuffed, officers found a folding knife in his pocket, police say.

David Young, 17, was charged with unlawful possession of a dangerous weapon (knife), operating a scooter (150cc) without being licensed and operating an unregistered motor vehicle.

The city announced the crackdown Tuesday. "These types of loud, dangerous vehicles are allowing individuals to intimidate our residents and cause disruption in our neighborhoods - and it must stop," Mayor Tom Menino said in a statement. More details.
