City budget projects $82M for Dorchester projects over five years

More than $82 million is specifically allocated for Dorchester infrastructure under Mayor Martin Walsh’s proposed budget for Fiscal Year 2017, including improvements to libraries, playgrounds, parks, and schools.

Walsh presented his far-ranging, $2.97 billion budget to the City Council for consideration on Wednesday morning. The plan will now be considered and debated in city council hearings.The budget is an increase of $114.8 million, or 4 percent, over the 2016 budget.

The administration divvies the Dorchester budget ($82,222,500) into project phases. New projects account for $35.8 million, projects in design account for about $10.1 million, projects in construction account for about $4.4 million, and projects to be scheduled account for about $32 million.

Libraries comprised some of the larger investments to the neighborhood. The city will reinvigorate the Adams Street Branch Library ($12.6 million) and the Fields Corner Branch Library ($12.1 million), and begin replacement of the Uphams Corner Branch Library ($12.3 million).

The Doherty-Gibson, Garvey, Adams/King, Roberts, Hemenway, and McConnell playgrounds are all included in the budget for renovations. The priciest is the Garvey playground (a new project budgeted for $5 million), which would include improvements to the playlot, filed, lighting, pathways, and courts.A comprehensive park renovation at the McConnell Playground, to be scheduled, has a proposed budget of $3.69 million

Savin Hill Park, currently in construction, has a proposed $265,000 budget including access improvements, the creation of an overlook, and seating area and fence installations. Overall refurbishment to the Downer Avenue Park, still to be scheduled, is budgeted for $1.15 million. Ronan Park baseball field improvements are anticipated to cost $500,000.

The Harambee Park Master Plan design is budgeted for $125,000, with the plan implementation estimated at $3.7 million, including a presumed new playground, pathway, and lighting improvements.

About $4 million is planned in accessibility improvements for the Henderson Inclusion Upper School Phase III project. Designing yard improvements at the Murphy School is budgeted for $500,000.
Accessibility improvements to the Strand Theater account for $3.39 million in spending in the plan.
Mattapan’s budgeted investment comes out far behind its northern neighbor.

With only three projects — $560,000 for the Area B-3 roof replacement, $500,000 for Mattahunt Community Center exterior lighting, and $1.6 million for improvements and upgrades to the Gallivan Community Center — the neighborhood has a proposed 2017 budget of $2.66 million.
