South Bay alcohol license bill sent to governor

Legislation facilitating economic development in Dorchester’s South Bay, by allocating up to 15 alcohol licenses, is on Gov. Charlie Baker’s desk.

The House and Senate on Monday gave final approval to the bill (H 3757), which began to accelerate through the Legislature after the branches broke from formal sessions and began holding lightly attended informal summer sessions.

The bill is based on legislation filed by Sen. Linda Dorcena Forry and Reps. Nick Collins and Dan Hunt, all of Boston, and arrived on Beacon Hill with the backing of Boston Mayor Martin Walsh and the Boston City Council. The legislation specifies up to 12 all alcoholic beverage licenses and up to three wine and malt beverage licenses in connection with buildings planned for District Avenue, Lucy Street and Jan Karski Way.

Dorchester’s South Bay Center — which includes a Target, Home Depot, Stop & Shop and more — is in the midst of an expansion. Developers are planning a 130-room hotel, approximately 475 units of housing, a 12-screen cinema, restaurants, retail space and two parking garages for the urban shopping center. The expansion is expected to be completed in 2018.
